Incentives matter: debt-collection file

From "Reinventing the Bazaar":
A novel trick to get deadbeat customers to pay their bills was adopted by Paragon Cable, a New York cable-television company. Paragon did not sue delinquents, nor did it cut off their service. Instead, it delivered to their homes nothing but C-Span programming, with its interminable political speeches, debates, and hearings. This was reportedly an effective bill-collection measure.
Now that is cruel and unusual punishment!!
