Incentives matter: tobacco file

Here is a story from the New York Times about a women who, fed up with high taxes on tobacco, has begun growing her own tobacco in her house.

May be an extreme reaction, but taxes act as incentives. There are no federal, state or city laws prohibiting New Yorkers from growing tobacco at home for personal consumption, but what's the bet there soon will be? The health fascists wont like home growing since the taxes are meant to stop people smoking and letting them grow there own doesn't stop them. And the state wont like it since they lose tax revenue.
