Greg Mankiw gives us The Pigou Club Manifesto - Director's Cut. Mankiw has posted on his Harvard website a talk he gave earlier in the year called Smart Taxes: An Open Invitation to Join the Pigou Club (pdf).
The paper discusses the case for Pigovian taxes, in particular taxes on energy-related products, such as petrol taxes. If you are a person skeptical of higher petrol and energy taxes, then you are the person Mankiw is trying to convince. If you are someone who is already convinced, then Mankiw aims to arm you with some arguments that you can use to convince others. The paper is worth a read no matter what your position.
