Here's a good critique of Caplan's The Myth of the Rational Voter. Basically it says bias or ignorance on part of the voter does not amount to irrationality. How convincing the argument is would I suppose depend on one's concept of rationality. I think Caplan has too broad a sense of rationality similar to leftists who in arguing against economic freedom bizarrely say that people simply aren't rational.
